The European Commission has published the second edition of its Frequently Asked Questions (FAQ) on the Packaging and Packaging Waste Regulation (PPWR), updating the guidance first issued in March 2026. The August 2026 edition incorporates new and updated clarifications to help businesses, authorities and other stakeholders understand and apply the PPWR.

The FAQ provides clarification across key areas including packaging definitions, substances of concern, recyclability, recycled content, compostability, packaging minimisation, labelling, environmental claims, manufacturer obligations, empty space, packaging restrictions, reuse and refill, conformity assessment, waste prevention, EPR, collection systems and deposit-return schemes.

A key focus is the 12 August 2026 general application date of the PPWR. The Commission clarifies that certain requirements take effect later, including recyclability, recycled-content targets, packaging restrictions and reuse targets. The FAQ also confirms that manufacturers and importers are subject to their relevant obligations from 12 August 2026, while specific sustainability requirements may have separate implementation timelines.

The updated guidance provides important clarification on substances of concern (SoCs). From 12 August 2026, packaging must minimise the presence and concentration of SoCs, while PFAS limits apply to food-contact packaging. The Commission also explains that the existing EN 13428:2004 standard can still be used until an updated harmonised standard becomes available, but it no longer provides a presumption of conformity with the strengthened PPWR SoC requirements.

Overall, the second edition serves as an important compliance reference as the PPWR begins to apply, providing greater clarity on business responsibilities, technical requirements and the timing of key obligations across the EU packaging value chain.
